Are U of M Fraternities and Sororities that caused Damage to Northern Michigan Resorts above the law?

So let me get this straight, according to numerous media sources, including David Jess of the Detroit Free Press, the University of Michigan Fraternities that caused an estimated $230,000 in damages (this does not include damage to the Resorts reputation or management and accounting time (approx. another $200,000) spent overseeing the damage caused by the Fraternities.at Treetops Resort in Gaylord. "It also has become evident that the fraternity representatives have suggested that they are unwilling to pay for the damage that they caused the resort,"  Barry Owens, Treetops general manager, said in the statement. He could not be reached for further explanation. Treetops spokeswoman Susan Wilcox Olson said Saturday that Sigma Alpha Mu has paid $25,000 toward restitution but also said a representative has told Treetops that the fraternity is "unwilling to accept liability and pay restitution." This contradicts University of Michigan President Mark Schlissel, who just last Friday barred Sigma Alpha Mu from campus life for at least four years, the most severe sanction that can be implemented against any campus student organization. He also asked the fraternity's national council to revoke its charter. Schlissel also said sanctions against the fraternity include "paying full restitution to Treetops" and "participating in restorative measures in the Gaylord community."  I do not understand how the Fraternity(s) say they are unwilling to pay anymore for the extensive damage they caused as well as saying they are unwilling to pay restitution or accept any liability for their actions! It is my understanding that Boyne Highlands accepted payment for the cleanup at their resort and will not press any chargers against the Fraternity(s) or the Sorority(s). What puzzles me greatly is that if You or I or a group that we were with, did this type of damage to not only one resort but 2 resorts, not only would we be liable for all momentary damages, but we would also be facing numerous criminal charges as well. So I have to ask, why is there a different set of standards and rules given by the State of Michigan to these Fraternities and Sororities that We all know wouldn't be afforded to,You and Me? Someone needs to come forth and tell Everyone how it was decided that this was the outcome for the Deliberate Destruction of Property by these University of Michigan Fraternities and Sororities?  @cupofjoeinthed
